Create Directory Option when configuring Archive directories

Option to create new directory if not exist instead of failing to save entire configuration page.

The directories created from the Configuration page will be done with the security context of the web server, which by default is "apache/apache" if you are running the Apache Web Server. Such directories can NOT be accessed by Dicom Server component of PacsOne Server, which need to create/write/read files under those Archive Directories. That's why the Configuration page requires a pre-configured/existing directory as the Archive Directory, with its security permission settings configured properly beforehand.
