I wonder if you can install pacsone in Windows Server 2008 CORE and how do?

Yes, you can install PacsOne Server on the VMs just like any other Windows platforms.

If you can find a way to enter/edit the Registry setting for PacsOne Server manually, you can configure PacsOne Server to run as a Windows service by running the following from a command shell:

C:\Program Files\PacsOne>PacsOneSrv /service

But you would then have to worry about the same Installer GUI problem for MySQL and Apache (PHP can be installed by simply extracting all files from downloaded zip package).
