MySQL vs Oracle

I want to try out PacsOne Server Premium edition. The installation instructions state: "PacsOne Server Premium Edition requires Oracle database server release 10.2.0.3 or later"

Is this in addition to MySQL, or should this be done instead of MySQL?

That requirement is for the Oracle version of PacsOne Server. So if you intend to run MySQL instead of Oracle, please download and install the MySQL version of PacsOne Server from our Download page:
